That particular reactor gives the building at least 72 hours of lift. It varies with reactor size and building size. It's not really fuel it's more like energy. Some military structures are capable of leaving the planet's orbit and settle on a nearby moon.Where is the fuel kept?
What happens during a hurricane or just regular high-speed winds? If there are lots of skyscrapers, how do they handle the wind tunnel between them considering wind shields would act like a sail? What stops them from spinning and picking up momentum?
What stops people and objects from rotating in the gravity lift?

I prefer your kind of imagination to the one most people have - which is sit around and think about 1000 years of lore for their fantasy setting - but to be really imaginative would be to think of how all these things would look and work in a functional world, make your conjured ideas undeniably believable.
