@Sixty: I think you need to exaggerate a little more. It looks like you tried to redraw it with the exact same proportions as the big one, but I find that that doesn't work too well. It kinda looks like his armor is pasted on, and some parts could do with more exaggeration and contrast. I played with it a little to show you what I mean.

I left out the tan leg wrappings because they made it looked a little cluttered at that size. The stubble's still really hard to see, but oh well. Besides tweaking the armor and kneecaps (the skulls and face are really cool, by the way), I mainly darkened the outlines and added more contrast to make the various items stand out more. (It could probably use some more, actually, since there's a lot of detail crammed in there and a lot of the colors are about the same brightness.) And I made the blood (that is blood, right?) asymmetrical so hopefully you'd get the idea that it's stuff caked on instead of a pattern on the shoe.
@Bluehazed: Needs more contrast and shading. Add a highlight color to the scarf (towel?) and darken the outline a bit, and I'd also probably add another shade to the shirt for smoothing. Try to define the shape of his body more; the armpits in particular look a little weird (darken them), and the shirt looks very baggy, although you might have been going for that. The shirt is also very dark; pick a lighter highlight shade and don't use pure black (although I can't tell if it is or not). Also, either add another highlight shade to the pants or make the current light shade lighter. Lastly, the hair. Add a little highlight to the individual clumps and use another dark color for more shading. As Grath said, about four colors tends to work well for large items; since the template has five colors, significantly fewer than that can look weird unless the item is small. You also might want to lift it from his skull more (I tend to put the minimum hair dimensions one pixel outside of the head outline), and the hairline should be lower. You also forgot to shade under it.
The character himself is a little bland, but that's not necessarily a bad thing if he's an NPC.
@006: As Vennie said (and I also mention this in the FAQ), these are designed for 16x16 tiles blown up to 200%. There are tons of resources around the Internet you can use with these, from SNES rips to RM2k/3 tilesets like Mack and Blue. It should be noted that 16x16 tilesets are a hell of a lot more common than 32x32, so these sprites are actually much more versatile than the RTP when it comes to resources.
