That too is easy. The Character Pool is decided wholly by the "Add/Remove Character" Event Command. When you Add a Character, you also add them to the Character Pool. When you Remove them, they are likewise removed from the pool.
Of course, this brings us towards the first bug, in which if you start a new game, the characters you open with appear twice in the Character Pool. It's odd, but easily remedied by either emptying the Initial Party in the Database and creating a Startup Event that adds your Initial Party, or else by making an Event with the Event Commands "Remove Hero from Party" followed by "Add Hero to Party". It's no big deal really, but it's there.
