im like level 9 now, ive done most of the quests in goldshire and the farms around it, and the man told me to go to westfall garrison and the castle along the way, i got there and tried a gnoll quest, but all of the monsters are too strong.
Im still using the weapon ive had since like level 3, how can i get weapon proficiencies? I really dont know

At level 9 Westfall might be too difficult for you, are you sure you've done all the quests in Elwynn Forest? There's the Eastvale Logging camp in the eastern part of the zone that should provide you with quests up to about 10-12, there is also a Wanted poster in a tower on the Western area of Elwynn Forest that provides you with one of the first group based quests (unless you're good enough to solo it, the quest is called Wanted: Hogger! or something like that). If you've done all of those quests then you could always go to Stormwind and take the Deeprun Tram in the Dwarven District to get to the city of Ironforge, from there go outside to Dun Morogh and head south to a town called Kharanos where you can do a few more quests to help tip you over to 10-12 before heading to Westfall (or instead of Westfall if you go to Dun Morogh you also have the option of heading east to Loch Modan).
You can get new weapon Proficienies by talking to Weapon Masters in different Capitol cities, there's 4 (or 5 if you have The Burning Crusade) Weapon Masters in total, one for each race, each one will teach you different things. The one closest to you would be in Stormwind and will teach both Sword Skills (Two handed and One handed), Staves and Bow skills (among one or two others, I think). If you're interested in Axes/Maces/Guns then head on through to the Deeprun Tram to Ironforge where you can learn them from the Dwarven and Gnomish Weapon Masters. If you're up for the long, long, long, long walk you can head to the Night Elf capitol city of Darnassus where you will learn Fist Weapons and one or two other skills.
If you're unsure of where these weapon masters are then just ask one of the many city guards patrolling the city. Each weapon skills costs 10 silver to learn (except for Polearms for Warriors/Paladins and Hunters which costs 1 gold and requires level 20).
As for getting new weapons, don't just rely on quest rewards and lucky drops, go to the nearest capitol city (in your case Stormwind) and ask a guard to point you in the direction of the Auction House where you can buy items that other players want to sell, the Auction House interface is relatively friendly to new users and fairly self explanatory, don't buy anything you can't use and look for stats that your class needs (example, don't go for intellect or spirit if you're a warrior and don't go for Strength/Agility if you're a mage), you can pick up pretty much anything at the auction house so be sure to check it regularly but be intelligent with what you're buying, it's not worth spending loads of money on items that will be easily replaced in a few levels, especially not early on.
While you're in a capitol city you could also use the oppurtunity to pick up professions if you haven't already. Simply ask a guard to point you in the direction of the trainers, there's a lot of guides on World of Warcraft forums about professions and compliment each other and which classes are better suited to which professions.
