Final fact of the matter is there's no "safe" time to have unprotected sex if you're looking to not get pregnant and anything else is superstition, whether or not you surround it in the trappings of fact.  You're talking about a difference in probability, not a "safe" and "not safe".  A few rare people have gotten pregnant after having sex while on their periods (I think that's kind of icky, personally but that's a different subject :D).  The chance may be one in a million, but guess what, that means that out of every million people to do it, one person will get pregnant on average, and you're just as likely as anyone else to be that one lucky person.

Teenagers should think about the consequences when having sex: "What happens if I get pregnant?" "Do I really want this?" What will happen if someone finds out?"
Those are the things a person (especially teenagers) should think about before sex. But people do usually have sex for the pleasure, so they don't usually think about these things.

When a teenager gets pregnant, what will she do? Her parents would find out about it. Abort? Will she keep it? How is she going to take care of the child?
Teenagers does sometimes think that sex is just sex. What's the problem? Nothing will happen, right? But no. When you get pregnant, you also get confused. Abortion will take away the the child, but it's your physical condition that takes the hardest hit. Keep the child and raise him/her. But what about school? What about your friends? Will they accept it?

All teenagers should remember these consequences.
