As much as I love to agree with you there, you kind have to consider the fact that everyone from that country hardly wore much of anything.
Well, every other female in the game wore pants but this is actually a stereotype right here. When it's hot outside you actually want to wear more clothes. Think about it, a bunch of white guys exposed to the sun and blistering heat... not good for the skin, you know? The reason people who live in desert climates wear an assortment of robes and head dresses is because it keeps their body sweating (a natural cooling method) and protects them from burns and sand.
If Ashe fell down a sand dune she'd be pretty uncomfortable until she changed her pants. And yes, I actually think about this things while playing RPGs since most of the gameplay entails WALK WALK WALK PRESS X it gives me time to think about dumb and seemlingly meaningless things. I don't pay attention to them in action games because they require my full attention which is why RPG developers need to focus more attention to the details.
