It would be universal. It's not. Even if it was a genetic trait to one group of people, remove that person and put it with a different group at a young age and they will not respond in anyway like their people. They will respond as how they are taught. You can't teach genetics to respond differently, only thought can be taught and bent.
A very strong pull or urge can be decided for us by our genetic make up. An equally strong, or even stronger pull, can be set in our mind by others. Genetics controls a sex drive, yes. It controls a moderate amount of attraction to people in person, true. But it doesn't have say in what you do. Some people get off watching women pee, that's not genetics. Some people get off watching a man or woman do all sorts of things, that's not genetics. That's learned behavior.

I don't think desire aimed at a woman's chest is genetic, nor the junk about how we don't want it because of jealousy. Why is it that only humans feel this form of genetic attraction to a particular body part? I don't see my cat staring at another's ear.
As Sixty said, if it were genetic then the feeling would be universal. And there would have been some issues back in the day when everyone walked around naked.
I disagree with you, Sixty, when you say fetishes are 'learned behavior.' Is me liking to cook learned? Well, that probably is, as my parents cook a lot, but you see what I'm saying. A lot of tastes or preferences have had virtually no influence during your life, but you still feel that way. I don't think that's genetic though, it's going into areas that we don't really understand - The human mind, and what makes it tick.

The whole "natural compulsions force us to fly into sexual frenzies upon seeing naked female breasts" is beyond silly. The same thing was claimed about necks and ankles in earlier times when women were forced to cover them as well, and in the Islamic world it's believed a man can't control his lust if he sees even a nose or lips.
Nudist colonies manage to survive and maintain civil order without constantly breaking into public orgies, and people in many non-western countries manage to get by without shirts and without raping each other on a daily basis. Hell any day on a beach or at the pool will expose you to acres of sacred female flesh, and if your imagination can't fill in the tiny four square inches of anatomy covered by the average bikini I pity you honestly. You don't see men and boys flying into wild sexual frenzies or trying to cover constant uncontrollable erections.

Also, @decemberfox: I seriously doubt my fetishes are dictated by genetics as they'd have had no ancient precursor on which an evolutionary advantage could have been based. I'll leave that at that, but you can't honestly tell me that behind the mind-boggling variety of sexual fetishes lies in every circumstance some genetic factor. Short of that you have to conclude that they are learned behaviors - not taught behaviors, but learned behaviors.

I don't think that fetishes or any other non-sexual preference is genetic; read the first part of my post. What I was saying that I do not think that they are learned, either. I enjoy origami, joinery, game making, cooking, crochet and a whole bunch of other things, and I don't think that how much I like these things are dictated by my upbringing. If tastes were learned, then it would theoretically possible to decide what hobbies your child will enjoy, whether it is as simple as exposing them to it frequently or something more complicated.

That's why I made the distinction between learned and taught. There are definitely underlying predispositions regarding taste, but the expression of those dispositions are determined by the things you're exposed to and life experience and therefore learned (for instance if you had never heard of oragami, or perhaps if you were involved in a horrible oragami papercut incident as a child you may not like it).
