The art-style is reminiscent of the Jet Set Radio games. fans of one, do seem to be fans of the other, so I guess it's all about what stylistic niche you're into. For example, I can't bring myself to buy Advance Wars : Days of Ruin; mostly because of the art-style change.
It being annoying to play might be you not totally used to focusing on both screens at once. This can be easily recitified by placing the top screen on Fast-Auto, then intervening when need be. There are enough pins in the game for you to be able to find a setup that works for you, so if you struggle drawing complete circles, or sashing Neku feels awkward; there are enough options for you to find something that fits.
This is all of course based on you being willing to play the game through, despite the love-it-or-hate-it opening sequences. If you aren't and you're just trolling to be HURFDURFCOOL, then GTFO; we won't miss you. =D
