Are there any qualifications required for being a judge?

There's no specific requirements, per se. That being said, it's helpful if you're an active member, and have made some constructive posts in the game development boards.

If we can see that you're committed and will do a thorough job of judging the games, then feel free to PM me about judging!

I'm pretty sure that you aren't allowed to be a judge and competitor. You'd just vote for your game. That was what my joke was making fun of....

If you mean making a game and helping somebody else make one at the same time, then I would have to say no, simply because it could potentially cause problems with the prize money if somebody happened to win. Plus, if you're making a whole game yourself, surely that's enough work for ya!

How long before the deadline do you have to apply to be a judge?

There's no actual deadline, although at least a week or two before would be preferable so that we can get the judges all sorted out and ready by the time the contest ends.
