If I call a girl a dog, it's usually because my buddies and I are talking about her appearance. But I wouldn't call my friend a dog unless it was a dude. Where I grew up:

Dog for females = ugly or cheap/slutty = all things which really affect her self-worth

Dog for males = player = not necessarily a bad thing for his self-worth

That's why girls hate it, cuz it's more of an attack.
