Well Khongo is spoken in Angola, there are landmines galore, and there are 7 million speakers of Khongo. In addition, Angola is in Africa, obviously a subject of interest to the Black Panthers. It also has a rainy season and gets chilly in a few parts of the year.

The only language I could think of for that was Punjabi which is the language spoken by 44% of the population of Pakistan.
Also it is near South East Asia which gets quite a lot of rain.
