It's an update, which is why it's on the front page.  It's an opportunity for a member to earn premium membership, so it's here instead of in the Welcomes and Farewells forum.  It's the same deal as the two-week game making contest that was hosted by Sarevok.

Assuming you're talking about the Resources link at the top . . .
They are currently working on the new website, so it's kind of pointless for them to fix the resource manager on this site.
