He's a hard-nosed drug enforcement hound. For instance he supports the Byrne program, in which the government funds locally staffed drug task forces who are not accountable to local police and whos funding is based on volume of arrests. In the past couple decades since it was put into affect Byrne program task forces have been involved in hundreds of scandals across the nation, from deaths resulting in illegal no-knock warrants and paramilitary raids on non-violent offenders, some of them with marginal amounts of drugs, to instances such as on in Tulia, Texas where 48 black men - about half the black men in the community - were rounded up in a paramilitary raid and subsequently imprisoned for drug offenses based solely on the testimony of a known racist undercover police officer (they were released on appeal after 4 years in prison).
Another good example is a woman who got 19 years in prison based solely on the testimony of an ex-boyfriend and drug dealer who claimed she was involved in his drug operation - these guys get breaks on their sentences based on how many people they turn in; he named off just about everyone he knew and in exchange got something like 7-9 years (I don't remember the specifics). Not a scrap of evidence was found to support the indictment, but under federal rules heresay is good enough to put a person in jail for nearly two decades, even if the source is completely unreliable and has a huge incentive to lie. Biden was instrumental in, and a huge supporter of, the laws that resulted in these things happening, and they're not isolated circumstances either, they're just a few off-the-top-of-my-head examples out of thousands across the nation.
