XXX-F Skill Choices?

What do the various Str-F, Int-F, Eva-F, etc mean when you're setting up skills?  I'm trying to figure out if that mean that the skill will increase that particular statistic, or if the skill will use that statistic (if that makes sense).

So then, a few more related questions.

If I'm creating magic spells for damaging an enemy - Fireball, for instance - I would want Int-F to be 100, and Str-F to be 0?  However, for certain skills - Sword abilties, for instance - would it be logical to do something like Str-F 50 / Int-f 50?  Or would it make the most sense just to stick with Str-F 100?  And in what kinds of circumstances would one use 1 - 99, and not just 0 or 100?

For a magic skill, your mage would most likely need absolutely no strength to cast a fireball, meaning that str-f would probably be most suitable.

However;  This is where RPG Maker gives you some creative control.  You could make an ice sword spell for a warmage that would deal damage based on intelligence and strength, meaning you could do a combination of STR-F (75) INT-F (25).  Meaning that both of the attributes will affect the damage output.

Thanks, I actually just found that option last night.  So now that I know what the XXX-F means when writing skills, how would I create a skill/spell that, for instance, makes  everyone in the party temporarily stronger?  I'm thinking of something like the "Boost" spell in Dragon Quest VIII, where when casting it, all the party's attack power is raised temporarily.

And speaking of temporarily, how do you set skills to expire after a few rounds? 
 
What you want to use for this are "States."  "States" are what, in other games, would be called Statuses, or Status Conditions.  You can customize these in interesting ways, and in fact some of the default States act exactly like the Boost that you want.
