Working mouse script for RMXP

I've searched the forums of various RPG Maker communities and can't seem to find a working mouse script that works on the menu screen, title screens, battle screens, etc. The only ones I've seen were the point-and-click pathfinding ones. Has there been a script made that has the mouse working in the menus and battle screens too in addition to having the pathfinding when you're moving around on the map?
Is there also a script that allows you to toggle the mouse option (like a "mouse enabled: on/off" feature) so when you switch the mouse off, you can move around with the keyboard and vice versa?
