is there a dll or something to convert rpg maker xp or vx( basically the rgss, though it would be sweet to edit the full program in vb  :grin to visual basic?

We are talking about decompiling an very complicated program (well, +-) into pure code. Which is probably not VB, since I don't think the program itself was made in VB. Not to mention running Ruby.

In short, no.

Yeah, Probably, but it certainly isn't legal, and it would be very hard.
