The shirt, on this crappy monitor, looks like it's only made up of 2 shades. White. And light gray. I'd fix that up (but could be just this monitor).
The shading on the shoulder pad is not compatible with the rest. It looks flat and comes close to classic pillow shading. You have a light source, and a curvish object, you should do more with it than just throwing a highlight color at it in such a blocky tone. Curve it. Other than that, nothing to c&c off on.

Hair seems to have too much contrast to the shirt now that I look at it again. One has to change to really look well and in "oneness".
Shines don't have to follow the general direction of the object. Because the shoulder pad slopes downward doesn't mean the shine has to. It can go horizontal instead. It can be a bubble like shape. Circular really could work. But having a diagonal line that either matches exactly - or too close for my eyes to make out with passing glances - the shape only brings down the quality of an otherwise fairly well done sprite.
