Did you read the stuff next to the kid? A 404 error means that the page you're looking for isn't there.
The download manager was taken down when we switched over to our current forums. The staff are currently working on a new download manager, and it'll be put back up at some vague future point.
The point is, it's gone. It's supposed to be gone. Until it's back up, it might be an idea to work on your own spriting skills; I mean, wouldn't it be great to be self-sufficient? If not, you can maybe use other things as placeholders, or extend your search to Google.

Probably. All I remember hearing was that it was "broken" in many ways. A Resources section would work just as well.
