What Graphics program will be best for spriting?

Hi can somebody tell me what graphics program would be best for spriting?
(free programs would be best please.)

can you also give some links to downloads please...

GraphicsGale.

It's a free program with a "full version" available for twelve US dollars, but it has everything you need in the free version except maybe the ability to save to animated GIF, but there are programs for that anyway. The whole thing was pretty much made for spriting, so I suggest you check it out.
