Ideally, yes.

The HKCP is an attempt to create an alternate RTP for XP, using the HalfKaizer(HK) template.
That's honestly it - it's not much more complex than that.
There's no reason it can't be used for VX, with a little editing, but materials are being produced with XP formatting in mind, yes.

VX is a drag, not enough resources and my XP isint finding the license server for some reason it wont load ><
other wise Id be all over hkcp

theres already a bunch of sprites and tilesets that come with the program

it's for people who want something DIFFERENT and making even more rtp sprites wont accomplish that
