Variable based skill damage

Hi. I was wondering if there was a way to modify skill damage and types based on a variable. Here's kinda what I want:

Whenever a skill is used -
It checks to see if it will be modified
If so, three variables will modify it:
First adds to base damage
Second adds a type(slash or fire for instance)
Third multiplies final damage

The reason for this is there is the skill "Accumulate" that increases a variable, which is used to modify the first and third variables when a skill is used that is modified by "accumulating"

Any ideas?
