I'd give WAMP a try, pretty sure it runs on all operating systems. You can find a link here. If that doesn't work you could try XAMP which can be found here.

Can you make a mirror, because when I download that Vampyr Net Gaming and open it, I see that the .zip file is broken. Can you fix it?
