Trouble with visiontek hd 5550 card

I'm running vista business edition. I have an onboard nvidia card which is disabled. I have the bios set to disable the onboard when there is something in the pci express bus. Yet following the steps the card won't send a signal through vga or hdmi to the monitor. I even went ahead and installed the drivers for the card from the cd.
But still nothing.

check your power supply against the minimum requirements for the card. I've had that issue 4 times now, and that was it for me each time.

fyi, i've seen even 50 watts short stop the video card from powering.
