The problem is that no program is going to "help" you make detailed title screens. Â If you want one, you either have to work on your art and learn a few techniques for the program you wish to use, or you have to find someone else who is willing to work with you to get the desired result.
Personally, I use photoshop, but you may want to try the Gimp. Â It's not very user friendly, but it is free, and available for download online. Â Other programs you might want are paint shop pro, and paint.net. Â Regardless, you'll want to try a few tutorials to learn new techniques and familiarize yourself with the program.
Good sites for tuts are pixel2life.com, and good-tutorials.com.
No matter what, if you want to do it yourself, do not neglect your art. Â Sketch in your free time. Â Even if it is crap, it will atleast let you get your ideas down onto paper. Hell, even grab a camera. Sometimes the best title screens can be made from a simple nature shot with a few lines of text thrown over it.
