"The Pure", Story idea, no project title

Well, my brother and I have been working on a game for a while, but after fleshing out the story we realized the time travel was a crutch and got in the way, we were back to square 1.
So I started today thinking of a new story, this is what i have so far. This is the basic idea, to be improved, changed, ect. Would like some thoughts or constructive criticism.

"The Pure" are kind, rule over the people passively, sentence crimes, wield some sort of power (maybe magic, or something close to). They are few in numbers, maybe 1 Pure to every 100 normal people. They come from the general population and are identified as children for being exceptionally pure of heart, then taken by the Pure to be trained, and to avoid corruption of the general populace.

"The Corrupt" wield powers for their own gain. They will use their powers to fight and hurt people. These are feared by the public and put to justice for their misuse of powers.

As for the parts that would become known to the player later on:
Some Pures can sense the power in their kin, this is how they find Pures.
Any Pure who hasn't been trained by the Pure group and acts on their own is a "corrupt" since they act selfishly, use their powers to fight, don't listen to the Pure, or act against them, ect.
People who question the Pure's ways, or right to sentence certain crimes to death, quietly/conveniently disappear or die. They will sentence and the army kills them. So their hands generally remain clean.

I have 3 main characters so far.
1. Male: perhaps the main character, is a young Pure in training 16-22. Have yet to decide how he gets into this, but at his age he still thinks the Pure are pure. after a while of conditioning most of them become evil, sly rulers. He was 'found' at an older age(12-15), barely savable from being Corrupt. Most are found age 4-8. The Pures need a good publicity stunt so they are 'saving' this boy from corruption.
2. Female: age 20-26. Used to be a Pure, but somehow got out of their grasp after finding out they killed her brother (who raised questions about the Pure. He was officially killed by thieves, who were justly sentenced to death for his murder.)
She would technically be called a corrupt, but mind you this doesn't happen often. If any try to leave they disappear before they can.
3. Male: 30's-40's. Was born in the outer provinces and never identified by the Pure, so he would be a Corrupt since he has powers. (though he may not, i'm undecided) He is fighting against the Pures, trying to expose them for what they are.

edit: lol, am adding as i write. And all ages are undecided, but that is the range. Except the age Pure children are found which is 4-8.

I don't get how the "pure" rule, though.
They can't all be rulers, unless each city has 100 people. Are they like Nobles / Aristocrats, do they charge taxes ? Do they work as judges? Do they work at all?
Another thing that bothers me: if they make such a big deal about having "powers", why don't they use them to punish criminals/ aid the army/ catch the "corrupt" ?
 
They don't rule as a king or anything. I'm thinking a kingdom with large cities, or one big city where they work out of. Their rule is not obvious to the people. They are like first class citizens who act as judges and peacekeepers/guardians. Where everyone else is 2nd class, and the Corrupt are criminals.
They break up disputes, they go out with the soldiers to keep peace in the city. For example if a thief runs when a Pure is around, they will use their power to stop them, then call in the soldiers for the arrest. They rule very underhandedly. The army/soldiers act on their own, but follow orders of the Pure.
They don't make a big deal about themselves having powers if that's what you wondered. Their 'story' is the Pure gain powers through pureness of heart. Where as the Corrupt are a select few who gain the powers through evil acts.
I hope I answered your questions :) And thanks for making me think some more on it. I have yet to decide if the army answers to a 'king' or council.

(i have this in my head and am unsure how it will work in a 2d game... but i like the idea of the group of Pures, which in turn means a very large city)
