Terrain Tag [A] = Higher Priority than Picture [X]

I'm looking for a short script that when called converts tiles with a given terrain tag to overlap a certain (or any) picture number.

Let's look at the picture we want to under lap over the tiles, shall we?

Now let's look at an in-game screen shot currently. This is without any script of the sort:

Now, with the script, we'll set the terrain tag of the tiles I want to overlap the truck to 7:

Now the picture shows beneath the bridge cables instead of on top of them!:

And thats what I need.

I would make it a charcter instead, except I doubt I would be able to make a character with 16 directional movement.
Also, RMXP lacks the ability to allow characters to strafe (move from side to side while moving while retaining direction), which is what cars do.
And things like the sheer factor of character moving in blocks and having very noticable speed transitions (between fast and faster), which is something I really want to avoid.

Wow, making 16 dir movement would be really hard with the default engine :] Another thing I thought of, to avoind using the Tilemap rewrite, is to draw the cables to a fog, and make the fog overlap the pictures (that would be easier to do). Would you be satisfied with something like this?
