Strange Priority Problem

Hello, I have made two seperate maps and they're experiencing some strange problems. I would like to have a cliff and behind it a tree. The problem is the tree keeps appearing above the cliff, even if the cliff is on a higher layer. I know that if I set the cliffs priority to 5 it goes over but that really ruins the map.

I had a map very much like this so I went back to see how I did it. I just used events of the cliff tiles with always on top checked for those areas, and intentionally placed rocks and objects around it so that the player couldn't walk there. Um... that may not be the cleanest way to do it though.

Another option that I just thought of would be to edit the tileset with duplicate tree tiles, make their priorities 0, and use them for those trees on the far cliff. I think that would work, just dont get them confused with the other trees.
 
The problem is that the trees have a higher priority (4 and 5) than the cliff, so it adds to their Z levels. Just open the tileset up in a graphics program, create copies of the tree graphics, then set the copies to have a lower priority in the editor >.>
