For one, you're probably not going to sprite around that thing. The bulge would be horrendous. Second off it matters because it's not needed and tiny kids are probably looking at it as we speak. :P

Oh, honestly. Some of you need to grow up. If you want to look at a penis, all you need to do is google up Michelangelo's David. There it is, freely in marble and for anyone's perusal.
There is a marked difference, you know, between a work of ART and pornography. And while the spritesets are not created to be great works of art, they're simply anatomically accurate. If you want to immediatelly assume that a penis is inherently pornographic--- go ahead, but that simply betrays what kind of state of mind you are in. For the rest of the mature world, we all know that men have penii and that it is perfectly normal. And I'd bet a 13 year old has already figured that people *have* genitalia anyways.
Now, on the matter of spriting. To my knowledge, that is the only generator out there.

From the original RMXP page. All you need to do is get rid of the usual protuberances such as armor and bandannas, etc, and then paint your sprite over that one for a reference.
You can also import clothes from other spritesets manually, and then alter them as much as you want, mix and match, etcetera.
It takes a little longer than using a sprite generator, but beggars can't be choosers.
