I've searched throughout the internet for a fix to a somewhat common issue with RPG Maker XP:
When creating or playing a new game, the arrow keys seem to be "stuck down" while playing the game. This results in the character constantly going upward. The menu options also do not go up either.
The reason this occurs is because a gamepad/gamepad device is enabled and it is overriding that part of RPG Maker XP's settings with your normal keyboard.
I personally use a Saitek Gaming Keyboard (one that has one of those optional keypad things for games). To remedy this, all I had to do was disable the gaming keyboard/mouse/gamepad associated with the keyboard within "Device Manager". Several options require you to restart your system - upon restarting the problem should be fixed.
*Note - For my particular case, I needed to install the Saitek gaming pad software. It installed several other software devices that can be found in Device Manager. You only need to disable the devices associated with your gamepad/keyboard that are conflicting with RPG Maker XP. Do not disable your keyboard's driver - you will obviously not be able to type without it!.
