Skill Points

I need a script that its like the IceMedetal57 Upgrade script but only in skills..
when the skill have more points its more strong if you didnt see the upgrade script so here is a simple example :

Each skill have levels and max levels..
when you learn it its level 0 and you wont be able to use it and when you level up you can upgrade your skills by points you get..
When you put points on the skill its get stronger and when the skill reach max level you cant upgrade it any more .. thanks loler12 :D

I wrote this script about 6-8 months ago. I'm suprised nobody posted a link to it from over at CA. I guess some scripts go on forgotten... enough reminicing, you wanted a script. Anyway, I'll send you a link to it. It supports both Active and passive skills, too:
