Skill based leveling system

Hey, I was wondering if anyone had any idea how to go about doing this... But I haven't fondled with the scripting side of things at all yet, and I was trying to do this with a common event, and it wasn't really coming to me very easily, so I was wondering:

    I want to have a system based on each level you pick a new skill, and it would have to check your class and your skills already gained and display the skills you're now qualified to gain. I.E. if you get Fire1, you would be able to get Fire2, or whatever other first level skills, and if you picked Fire2, you could get Fire3, but you'd still have to get Ice1 and Bolt1, and all the other first level spells before you could get Ice2 or Ice3. And so on and so forth, that you have several branches of skills that you can pursue, and several different classes with different levels at which those skills become available.

    Anyone have any idea where I would start with this and no prior experience scripting?
 
Hmm. You're post lacks...I don't understand it.

Anyway, if your talking of getting new skills, make a "scrolls" system. Have scrolls that teach the character X skill as long as they have
*certain level
*certain skill
*certain class

Simple.

If you're talking about spells gradually getting more powerful as you use them, a script is the easiest way.

Yes, the item idea seems like a good way to do it, but I would only want it to happen once per level and I would need a system to make the decisions about class, level, and skills already attained, and I sat down to do it with a common event the other day, and I was just drawing a blank on how to do it. I couldn't even come up with a good algorithm to start with. I'm sorry my post might have sounded a little stupid and underdeveloped, but I was more or less thinking out loud on my way out the door...

The thing is, I don't really know much about RUBY at all, and I don't much care to learn a new computer language (I've had embittering experiences learning Visual Basic, C, C++, and Java. You would think that RUBY wouldn't be a problem after learning those languages, but I just dread it, and have no will to code anything anymore after those classes...), but alas, I fear I might have to now if I want to fully customize my game. D:
