Side Based Battle System - Cant Find certain code.

Hey guys, I'm messing around with my own side-view battle system and I can't seem to find where the code that controls where the ["Attack", "Skill", "Defend", "Item"] is positioned...If anyone can let me know what class it is in that would be fantastic.

I've uploaded an Image with it to show you which menu I mean.

the window itself is made by Window_Command, but the commands themselves are set in Scene_Battle1
