no annelid worms are bigger, the piles would look like blobs of spaghetti if it were annelid. these are tubifex worms. they breed en masse. since they're in a sewer they're probably kind of sludge-coated. they're typically just red in color.

you know those little flaky brown worms you can feed to fish? dried tubifex worms. they're harmless, unless ingested (they're usually crawling with disease due to their living conditions).
