Script modification of Data values

Using RPG Maker XP:

Let's say I wanted to make a script that changed the STR of 'character 1' from 1 to 2 by modifying the Actors.rxdata file. How would I go about doing it?

You have to load the file(load_data), change the data like you would in any other script, and then save the new data to the file(save_data).
