Yes, technically, there is just a singular light setting for all of RMXP. If you want dynamic sources of light like torches and lamps, you'll have to use pictures with transparency set, or scripts. The above tutorial is one valid way of doing so.
If you want just a simpler effect, you could also theoretically just brighten the area when a player is near a lamp with touch events too. And not to advertise, but if you're using the latter method, you might want to look at my Dynamic Time System, or another Day Night system that includes shifting light effects.
