RM2K3 Download

Okay so I'm sure this has been asked several times, but can someone help me with a link to download a WORKING version of RM2K3? I got the one off crankeye, downloaded no problem, but it wont let me make a new file for some unknown reason which is pretty dumb. So can anyone help me out?
