I think his point is that Krillin is a character in an anime that doesn't have the whites of his eyes colored in. So, it's a style preference when it comes to coloring the whites or not. >.> I could be wrong however.

Yeah, I guess it was pretty stupid. Wasn't it.
 
Well, back on topic, his proportions are rather off, and that's without including the eyes. The head is very upside-down candy corn-shaped, if you understand what I'm getting at. For how big his ear is, you would probably expect to be able to see at least a little bit of the other one.

Now for the eyes, if your intent was to make him look young, there are plenty of other ways to do that than making the eyes gigantic. I actually don't think he looks young at all, but more like an actor that I can't name right now (the actor is not young). If you're going for young, then fatten up the cheeks some, make the mouth bigger, and reduce the eye size a bit. Color the whites in, because otherwise he'll just look like a "straight-up alien," especially with pupils and irises that big. Krillin gets by as normal looking because his eye parts are smaller.

The hair, for the most part, is done okay. However, in some parts the hair looks like it's coming out of the bandanna rather than the scalp (that middle section where there's a break in the bangs especially). Also, this kid has a horrible wedge cut. Add some sideburns and some hair above the ears because like the mullet, the wedge is just not okay.

I'm probably not one to complain about this, but your lines are a little too fuzzy for how crisp you colored. If you're using Photoshop, read a tutorial on how to use the pen tool so you can have some actually solid-looking lines.
 
Well, first off: The proportions. You are right about these, since I have, till now, practiced every part of the head seperately. This is why it all came into a wrong place, or simply looks off.

About the eyes, I indeed forgot the white, I do not know anything about a character called Krillin. So you can safely say it's a mistake I made ._.

The hair is and was always a difficult thing for me to do, however I had a somewhat reference pic it helped me out.
I am still fuzzled about directions, or how I could do it in a way that it still looks natural.

About the lines, I use a tablet, and that's far from what I'm used to when I use paper which gives a hard feeling while you're drawing. Now on this tablet it's way harder to control that. I'm using a Trust 7300TB or something, but I'm not entirely happy about it... (however a intuos one would be too expensive at this moment, so this is more or less a replacer for now.)

The trick is to study as much anime as possible. I did a quick sketch for you to see some things to fix up.

Notice the nose. Yours is too big, it should barely be noticeable. Secondly, try to make the character more kawaii. Your hairstyle is pretty good, so no tips there. Also, your coloring is very well done, I couldn't possibly help you on that either. Mostly you're doing very good so far; ignore the jealous posters here.
 
I must agree with you that the nose looks rather off here. I'm trying a semi-realistic nose on a manga/anime face.
I haven't had any succes so far, which makes me keep on trying XD However in any case, I'll make it a simplified one if it suits the character better.

I love your paint version though XD

Lol, no offense though. If you're looking to copy a specific stye, try to look for the unique features a style has, for example, Tsubasa Chronicle has skinny, tall men and small women, they're profile shots are slander and have very pointy noses and faces. Naruto has rounder features, such as the face, and the hair is much more simplified.

You just need to look at the style you ant to try to replicate and look for those features. If you can't find those features right away, try comparing it with several different styles and try spotting the differences.

Believe me, it helps.
 
My advice, since everybody else has put in their 2 cents, is to try to draw the face from many angles. Try full frontal or profile and see if you like those better. My personal preference is for profile, but I'm sure that's not the same for everybody.
