Random Effects

Hello. I am using Ccoa's Weather Script to create a Random Weather script. I need to know how to make the script run at all times while the player is still able to run around. I can't seem to make it work, and was wondering if anybody could help?

I placed my code in Game_Map, and it works fine (mostly). Thanks for replying though!
