I just bought a new computer, and I redownloaded RPG XP. Do I have to buy another copy of it to put on this computer, or can I reregister it on this computer?

This is the only proven method. I've done it several times. From the confirmation email from my original purchase of RMXP:
"Thank you for registering your software. The activation code included in this email is valid only for the computer on which you activated the product. Please save your activation code for future reference."
Considering they send that message with the activation code, specifically stating that it's only valid for one computer, why would they give you a new one for free just because you've got a new rig? By all means try it, but from a business standpoint they are are better off, and perfectly entitled, saying no.

THEY WILL GIVE YOU A NEW CODE. Protexis not giving a replacement is completely unprecedented, and even if something is completely justified in your books, that doesn't mean everyone else is fine with it. That doesn't make it legal. Even if the professionals do those 'shady operations', that wouldn't stop them from being hypocrites and turning you in for piracy!
