Problem Regarding Bulletin Events

I have some problems regarding the graphics of bulletins, here are two examples:

As you can see, when I click on the Action Button on the sign, the sign's graphic changes. I didn't write it down on the event, as the only thing contained in that event is the text. Is it a bug on my RPGXP?

Simply set the event as Direction Fix and it should solve your problem.
