Passability/Move Route Problem

I've run into something I have been unable to fix.  I have this event command (click to enlarge):

The player is supposed to walk down a few steps, activate the thunder effects, then continue walking down, but they get stuck here:

I've tried using Through On, I've tried taking out the screen shakes, I've tried using a wait 50 seconds command after the move route in case the Wait Until Move's Completion wasn't working, but the player always gets stuck at that spot.  It didn't happen until recently and was working fine in a demo I released.  Can anyone help?
 
You may have a phantom high layer impassable tile issue-- you might need to go over that square on every level with the eraser tile (the upper left one in the tileset), or else, sadly, redo the map.

However, there's an easy way to check this:

Either turn Through on in the event to move the party, or check "ignore if can't move."  If you do the second, you'll see exactly where the player is hanging up, which is handy for debugging; the first will move the player right through any obstacles.

In any event, try erasing higher layers with the eraser tile above a place you get hung up on.  It might help.

I already tried using Through On, and because I have the Wait Until Move's Completion command, the event shouldn't proceed without finishing the route, so I don't think it's a passability issue.  It seems like more of a glitch.  I'll try erasing the higher levels and report back.

Edit: Nope, erasing the higher levels didn't work.
