One major thing I notice is how you do hair. To me is looks as if the people are wearing colourful swim caps; take a look at how hair works in real life and try to replicate that in your sprites -- it's rarely slicked straight onto the scalp unless the dude in question had a buzzcut.

Unfortunately spriting hair on this template's a bitch because of how round the head is, I made the template and even I have a hard time with it XD
Can't help you till you fix the files though, they're saved as .JPGs, save the files as .PNG files, otherwise they become all messy and crappy when you look at em up close, and makes them impossible to critique.

One thing I CAN say is that the tileset isn't gonna work with the characters. The tileset isn't BAD, but this is a side view template, it's not meant to work with top down tilesets and therefore will look bad when used with this kind of tileset.
You COULD try to re-shade the template to work in top-down style, though I've tried and it's very hard because of the awkward shape.
