I think the intent is pretty obvious - the word "troll" shall take no place in any rules, instead the actions of the "troll" will be.

If somebody is spamming, ban them for spamming.
If somebody is flaming, ban them for flaming.
If somebody is social engineering a fight, ban them for that.

"Troll" and "Trolling" are pretty meaningless words; we're encouraging good posts and discouraging rule breaking. Hell look how limited our rules even are.
