Ok I need somehelp with audio mixing

I don't know where to post this at so I'm gonna try here. Is there any audio mixing software that can speed up and slow down the song, and I don't wanna use the pitch thing on RMXP cause of how I wanna try to mix it. That and I'm tight on cash cause of school so I was wondering if there is any cheap software cause i can't afford 500 doller software
