Newb question: how to upload a custom tileset

Hi
I'm new here and im really new at using rpgmaker, im using the XP.

Anyhow i'll go directly at the point

I can't seem to be able to load custom tileset, i can make them, upload them, but I cant select them when I make a new map.

How do I do it

Database > Tilesets :

Max Number +1

Then in the blank tileset load the new one ( you'll have to import it first)
