Yeah the hair's pretty messed up, it may have worked for the OLD Breeze, but the new one takes a lot more detail and effort. So here's how I go about doing it:

Draw your outline. Make sure to not draw right on the template,you want the top of the hair to be one pixel above the scalp, so that it doesn't look flat. Also make sure not to draw the bottom of the hair too high up(I see people doing this all the time x_x) it should be just above the eyes(unless it's really short hair, in which case use your best judgement).

Next step is defining where your strands of hair are gonna be. Now, you're not gonna draw EVERY strand, rather you're gonna do it in chunks that flow the same direction as hair would(you'll see what I mean in a second if you don't get it). Anyway, draw the little cross in the upper right of the hair where the hair starts to grow, and draw just the little ends of the lines that are gonna be the strands.

Now draw the rest of those strands you just started, pretty easy, just connect the little ends you made to that cross that the hair grows from.

Shading! This shouldn't be too hard, I'm assuming that you should be able to do this without much explanation, though if you're having a hard time just check out my example.

And finish it up! Add he halo of light to give it more depth and seem less flat, shade the outline, and shade under the hair. Again, this is easy stuff so you shouldn't really need it explained but if you need help that's why I use example pics :D
