Music Editor

Does anyone know if there is a program or website that can edit music, e.g.Cut parts out, add them somewhere else? Please post if you know or something like this or something similar. Thanks

Sound Studio (OSX only)
Frootyloops (I think)

You can also sorta do that in Final Cut Pro and Adobe Premier (I think.)
