Minor board change

It occurred to me that RPG Maker general support was hidden and not very easily accessible, so I moved it into it's own subforum of the RPG Maker category. Now it is easier to access and more logically placed.

This change is easily reversible, it just seemed a logical one to make.

Recruitment

Recruitment is now going to be a subforum of Project Discussion. It is a good forum, it just doesn't need the prominant spot it's got, it detracts from the rest of Game Development.

Casual Projects

Casual Projects didn't get the activity we expected, and as such we are merging it with Project Discussion.
