Mapping cliff sides and passability help. RPGVX

I have a problem here, I want to map a village that was built on a mountain, but I had to use the tile for what I'm assuming to be the mountain top. Now, the tileset was impassible, so I changed it to passible... now my problem is where the red circles are, characters can freely move in and out of those areas, eliminating the point for cliffs. I had this problem with other tilesets that were passable, but I liked this set better. So, I'm just curious if there is any way to fix these parts without having to put an impassible piece there, like a rock for example.

You can have events along the side with variable pages.  The event pages can have invisible (un)passable graphics.  The page that is active depends on a variable, say "height".  Easy enough?
 
Actually, I needed this as well.  Thanks for bringing it up because it got me thinking about a simple solution.  I think better when I'm fixing someone else's problem, which is strange.
