Map Layering?

I was playing Suikoden 3 and I was thinking of something that should be interesting. Is it possible to make a layer system using maps?

Ex: I make an empty field in map001 and a house (on an invisible background) in map002. Later in the game, a house is built in the field using map002 above map001. This would be useful to make a building system as in Suikoden 3!
 
All you have to do is copy the data from one Map to a Tilemap. You can also use two Tilemaps concurrently, (as I've just discovered), but they will not mesh together as if all the tiles were on one map; one set is always displayed completely on top of the other. Plus the lag trying to run two Tilemaps and a bunch of sprites and a bunch of Interpretters would probably kill your computer :lol:
